Lincoln Field Renovation - Synthetic Turf - Permit Access Only

I recently learned of the City’s and/or School District’s decision to re-do the surface of the athletic filed at Lincoln School with artificial turf. In addition, I have been told that the intention is to make the field available on a permit-only basis. 

I am a tax-paying resident of Santa Monica. I have three kids in the SMMUSD, one at Lincoln. I vote in local elections and donate money regularly to the school district.

I am vehemently opposed to this athletic field, the only one of its kind, being transformed into a synthetic, pay-for-use space. The cons of artificial turf are too long to list but include environmental issues, health issues currently being studied, water runoff, temperature, injury, and so on. 

But with no open, public access, where does a resident take their son or daughter to play catch, kick the ball around, jog on proper flooring safe from traffic and other?

Can anyone verify that a.) the turf will be synthetic, and b.) that it will have permit-only access? And what can we do to reverse this decision?
